The Participation team promotes the active involvement of young people in democracy and decision-making and in their communities.
We have two key principles about participation. First, that children and young people have the right to have their views heard and taken seriously through a process of dialogue; and second that this dialogue should lead to tangible change.

Welcome The National Youth Agency Hear by Right website. Hear by Right is a tried and tested framework to use when assessing and improving the participation of children and young people in the decision making process across both the statutory and voluntary sector. Whether you are an experienced user of the Hear by Right standards or this is your first encounter with it, this site has been designed to be of maximum benefit to you. The main sections of the site are located on the tool bar at the top of the page and provide information, advice and support for using the Hear by Right standards. If you have an unanswered question, then getting started is the section to head for. The Using Hear by Right section offers a more comprehensive look at how to use the Hear by Right standards framework. The Hear by Right in Action page showcases excellent examples of how the standards are being used across a range of organisations and sectors to increase the active involvement of children and young people in the decision making process. More best practice examples can be found in the Sharing Stories page. To make things easier, we have given each a star rating with 5 star rated examples being placed at the top of the list. If you are a young person, or want to involve young people in using the Hear by Right Standards, you might want to check out the Building Standards page, which puts the original standards in an accessible and understandable language. Using Hear by Right does not have to be a daunting experience. The Guidance page gives our Top 10 Tips to move from words to action in your organisation. Also on this page you will find a selection of the Training Resources that we use when working with children, young people, and adults. Exploring the Hear by Right Standards is the best way to understand and get to grips with the framework. This page is the gateway to viewing the Standards tool and you are able to access all the Map and Plan entries online laid out in an easy viewing and accessible format. Hear by Right is based around the Seven Standards for organisational change; Shared values; Strategy; Structure; Systems; Staff; Skills and knowledge and Styles of leadership. Each standard has seven indicators. To browse by standards simply click the Standard that you wish to view in either the left hand column or further down this page. From there you can define your search by indicators.

The Hear by Right standards are used across a range of organisations and sectors. To make finding the organisation you are looking for easier, we have categorised all of our users profiles. By clicking a sector you wish to view, you will be taken to a new page where you will find details of all the organisations listed within it. You may find that one organisation overlaps into more than one sector. When this occurs, that organisation will be listed within multiple sectors. Alternatively you can use the Search facility to find the organisation you wish to view. Briefing papers detailing how Hear by Right has been used in a sector are available to download for free.

The What’s Changed page gives details on using the Hear by Right What’s Changed Tool and it is available to download for free. Because the What’s changed tool can be used separately to the Hear by Right standards we have created a separate site dedicated to use of the tool and showcasing examples of where real change has been achieved by children and young people as a result of their participation.
