The use of the Hear by Right standards completion as an audit using the mapping and planning tool, highlighted work undertaken prior to the appointment of the youth service manager and then in the subsequent months leading up to the inspection resulting in the participation work aspect of delivery being identified as a strength.

Rutland Youth Service was struggling at the time of the appointment of a youth service manager in September 2005. The service had struggled severely with recruitment and retention issues and the subsequent delivery issues that follow. Some efforts had been made by voluntary sector provision to support the active involvement of children and young people, however, specialist expertise, limited resources and the previous mentioned recruitment and retention issues resulted in this work being limited.
With an Enhanced Youth Inspection as part of the Joint Area Review for Rutland pending, the Hear by Right standards map and plan were completed in order to identify strengths and weaknesses in current delivery and highlight priorities for development. The standards map and plan was completed again 4 months later, before the inspection, to identify the work undertaken and the distance traveled in those few months.
