A number of activities took place in the East locality for 11 Million Takeover Day in 2007 and 2008 that looked at services and how these could be improved. These are as follows: Cumbria Constabulary is offered young people the opportunity to take part in police dog training at Penrith Police Headquarters. Afterwards, there was a debate from which their views were shared into the police planning process currently underway which decide the police priorities for Cumbria in 2009/10. A young person from Underlay Hall School in Kirby Lonsdale shadowed PC Simone Cookson on a tour of duty. The day included a selection of meetings and emphasised how Cumbria Constabulary work in partnership in South Lakeland with other partner agencies that have an impact on young people in the area. High Hesket CE School: Four Year 6 pupils took part in the Young Sports Leaders Award and also took the role of teacher for the day. This involved planning and delivering the lessons in all classes of the school on Friday 11 November. • Warcop Church of England Primary School: Year 5 and 6 pupils at the school planned and taught a writing session. The pupils also got involved in assessing the work produced and evaluating their lessons. Young people attend action4 Children in Care council meetings to share their views and are listened to. Social work staff attend the action4 Children in Care Council and ensure that important information is given to young people to include their views and share communication about current topics. The Barrow Childrens Home needs to revisit the Reparation Policy as necessary as well as reviewing the effectiveness of the residents meetings and young people’s contributions and involvement. 11 millions day in 2009 must be done in a planned and timely way to ensure it is inclusive and meets the objectives required as well as giving the teams and staff the time to prepare and support young people’s involvement in services. It is also crucial that the ‘So what’ factor is taken into account after any events that take place. The action4 Furness and County group need to develop an ‘active involvement’ way to working which looks at coordinating the way we reach a wider range of children and young people in marginalised groups. There needs to be an agreed way of consulting with young people and children to ensure that they are not over consulted with and the involvement of young people and children is not tokenistic. Where youth involvement is taking place the diversity of young people is recognised and a range of mechanisms for involvement are employed e.g. focus groups, questionnaires, creative arts projects, youth events and UK Youth Parliament elections. There is a Looked After young people’s Youth Forum supported by the Social Services who have spent time redesigning adoption and foster booklets, and have created a ‘living away from home’ pack due to popular demand. There is also a Children’s committee that meets monthly to discuss how the Play Service is run, to request activities and choose refreshments. Within school’s, children in Breakfast Clubs also choose their food. Additionally, school Council’s and classes hold discussion on how study support is delivered and how this can be improved. Community group homework clubs also have suggestions boxes and user committees. The Youth Grants empower young people by giving them the lead in decision-making and also encouraging the active involvement of other children and young people. Thus, whether its deciding on what sorts of food you are provided with during activities to allocating money to youth groups, young people form an integral part of the decision-making process in the Royal Borough. Every staff team involved in this audit identified children’s services buildings as being unfriendly and often not adequately equipped with toys, toilet facilities, baby changing etc. More child friendly buildings would make for a better working environment for children and young people and staff. For example, for two years running young people have visited Newcastleon educational trips to share their experiences of local government, discuss the Hear By Right strategies impact on young people and to establish and maintain links. This has also happened with the educational and cultural trips to Morocco funded by the Moroccan Government to engage their own young people with the wealth of their history, culture and country, The Youth Forum has also established and maintained links with a youth group from Germany that they participated in an educational exchange with that looked at democracy in Europe and its impact on young people. Structures
Structures to set up and sustain active involvement need to be accessible to a range of children and young people, avoiding over-reliance on a small group and responding especially to those most often left out. Structures need to be flexible and open to regular rebuilding and renewal. While advisory groups and committees have their place, they can be intimidating and not always lead to change. Many successful models are more local or task specific, where children and young people’s involvement can be more relevant, engaging and fun. Whatever the structures, they must be rooted in shared values and be explicit about how much power is shared in the context of the needs and constraints of the organisation or partnership.
