Young people and staff work together to make things better by developing a Draft Participation Strategy for Cumbria County Council. This strategy details Childrens Services Vision and at the heart of it’s priorities aims to involve children and young people.

The Council are also acknowledging participation through the development of a baseline Hear by Right Audit for Childrens Services in East.

The Hear By Right Standards have been formally adopted by the Royal Borough of Kensington and Chelsea. Initially the YSDS Local Authority Youth Pledge was in place for the Youth Service and was shared with some services. However, this has been developed into a Council-wide Youth Policy and Charter. It details the beliefs of the Royal Borough with regards to serving children and young people, and it sets out responsibilities and commitments that the Borough will make to children and young people. Individual front line services may have separate charters giving more details of commitments, as long as they comply with the central policy and charter

The EYP Team have adopted UN Article 12, however, this has not yet been adopted by the company.

Young people are consulted about their involvement. The mission statement and Directorate plans ensure that the whole council are adopting shared values for the involvement of children and young people.

• Different services within the council have different values for children’s and young people’s participation ie one off event (and tick boxing culture) versus sustained involvement.
• There are different approached to ‘safer and sound’ issues. There doesn’t appear to be any co-ordination in relation to consent, payments, risk assessments etc.

· ‘Youth Provisions Working Group’ tasked with overseeing and developing youth provisions including involvement

· The Youth Strategy proves the Council has a commitment to adopt shared values. The work carried out in the youth strategy such as forming a youth forum and developing guidelines for consulting with young people is proof that these values have been adopted.
