Staff

Staff support and contribute to the development of practice and policy on the active involvement of children and young people in decision-making. Many will need only to appreciate the benefits to support change, though some may be reluctant to share power. Recruitment and selection, induction, supervision and appraisal are all important ways to help bring about change in an organisation. Having dedicated and accountable staff to implement the active involvement strategy is vital, combining direct work skills with children and young people with strategic impact. These posts will need to be resourced adequately. Children and young people will take an increasing role in recruitment and induction processes.

Participation is ad hoc Staff work with children and young people in individual ways to encourage participation, there is no set design as every child and young person has different needs and ways that they can participate. There is no defined age for when it is considered appropriate for children and young people to attend conferences/meetings where they are likely to hear negative comments about their parents. If children and young people do not attend a meeting there needs to be a valid method of recording why they didn’t attend and how they participated in another way.

Included in all relevant Job Descriptions and Person Specifications. Young People play an active role in recruitment of staff Borough-wide by sitting on interview panels. This provides them with the opportunity to ask agreed question of concern for young people that arise within the role. This started as early as November 2002 when young people received training in recruitment and selection for Youth Workers and Personal Advisors and continued into June 2004 when young people interviewed and appointed a part-time Youth Participation Worker. This way young people ensure that staff are committed to active involvement, and in February 2005 they were even involved in the selection and interview process for the Head of Services to Young People. The Social Services Youth Forum has also been involved in the selection and recruitment of social workers, family support workers and children home managers. A young person from the Looked After Young People’s Project will participate in the recruitment and selection for the Director of Children’s Services

As awareness/training audit is underway with all Councillors, to date it has identified both awareness and training needs around young people’s engagement. A Councillors Seminar was held on the 7th January 2004 with the support of the National Youth Agency, which included presentations and a panel discussion.

In 2005 councillors are also taking part in I’m a councillor Get Me Out of Here, which will enable more councillors to converse directly with young people. A youth led video project is to be the basis for Member training, for which young people have been trained and aim to complete in the Summer of 2006.

Training has taken place with key personnel including Officers, Managers, Heads Of Service and Executive Team which is based around best practice and how, why and when to involve children and young people in decision making.

47 staff working for the Council in participatory roles with children and young people has undergone training in youth participation techniques and form a network of expertise and skills which can be used across the organisation.

A smaller number of key staff including Officers and Engagement Workers has taken part in a day’s training on the HBR and NCH standards. They will map and plan involvement of children and young people within their own work from their own, colleagues and young people’s perspectives and a follow up day will enable them to share this practice and develop future training needs within their own service teams.

Discussion on the how, where and why to involve children and young people will take place with members as part of a review of the Community Area Forums and Neighbourhood Action Plans.

Young People work as volunteers in significant numbers of community centres. Young People are employed as trainees in the youth work and administrations settings in the Learning and Children group. The council work with Connexions on the peer-mentoring scheme. Young People have recently worked on the Beacon Council bid. Millennium Volunteers operates in schools and Community projects

Young people in Gateshead just do things but necessarily think of it as voluntary.

The Council and its partners uses the young volunteer challenge initiative so a number of young people get long term placements up to a year, to work.

Business Groups have employed young people in a variety of roles. As early as 2002 they have acted as peer researchers, and from 2003 they have been commissioned as mystery shoppers extending into all Business Groups whilst becoming the official mystery shoppers of the Council. Young People have also worked as trainers and peer educators particularly after their accumulation of a wealth of experience and achieving the GCSE Global Youth Work Certificate. Moreover some young people have undertaken face-to-face youth work training and others have worked as play workers within the Community Learning and Arts Business Group. Greater opportunities have been provided with the ‘Teenagers to Work’ Work experience programme designed for people in care, lasting 2 weeks and offering placements all around the Council. Young people have also been employed through the Education Business Partnership, enabling them to work for a least a year within the Royal Borough of Kensington and Chelsea, offering a salary of £12000 and opportunities for development. Alongside this young people have opportunities to become magazine writers for the KCCentral website and are also employed on staff selection and recruitment panels where the incentives may by high street vouchers. Young people’s employment as researchers, trainers and mystery shoppers has extended into other Business Groups successfully.

What do children and young people say?:

Staff vacancies are to be linked to the KCCentral website for young people. The most important factor is that greater opportunities for work placements need to be provided in all council services, in particular for economically disadvantaged and BME young people. There is a lack of opportunity for work shadow Councillors for young people.
